L'Open Society Initiative for West Africa (OSIWA) a le plaisir d'annoncer l'ouverture du poste de Directeur Exécutif.

L'Open Society Institute œuvre pour la construction des démocraties dynamiques et tolérantes dont les gouvernements sont responsables devant leurs citoyens. Pour accomplir sa mission, OSI cherche à façonner les politiques publiques en assurant une plus grande justice des systèmes politiques, juridiques et économiques et en sauvegardant les droits fondamentaux. Au niveau local, OSI met en œuvre diverses initiatives destinées à faire avancer la justice, l'éducation, la santé publique et les médias indépendants. Simultanément, OSI construit des alliances par delà les frontières et les continents autour de questions comme la corruption et la liberté d'information. OSI accorde une haute priorité à la protection et l'amélioration des conditions d'existence des membres des communautés marginalisées.

Investisseur et philanthrope, George Soros, en 1993, a créé OSI, une fondation d'exploitation privée accordant des subventions venant soutenir ses fondations d'Europe Centrale et de l'Est et de l'ancienne Union soviétique. Ces fondations ont été établies à partir de 1984 pour aider les pays à réaliser leur transition depuis la fin du communisme. OSI a étendu les activités des fondations Soros pour y adjoindre les États-Unis et plus de 60 pays d'Europe, d'Asie, d'Afrique et d'Amérique Latine. Chacune des fondations Soros compte sur l'expertise de conseils d'éminents citoyens qui déterminent leurs programmes individuels en fonction des priorités locales.

OSIWA est une fondation privée d'appui au développement qui soutient des initiatives pour la promotion des idéaux d'une société ouverte dans huit pays prioritaires en Afrique de l'Ouest . La spécificité d'OSIWA consiste à renforcer les capacités des organisations de la société civile ouest-africaine et des institutions gouvernementales par le soutien d'initiatives porteuses et novatrices.

Les programmes d'OSIWA s'articulent autour de quatre grands axes stratégiques, qui sont la Gouvernance, le Droit, la Justice et les Droits Humains, la Santé et le Développement, les Technologies de l'information et de la communication (TIC), et les médias. Pour ses interventions en 2010-2011, OSIWA a identifié les 5 objectifs stratégiques suivants : le renforcement des institutions, des processus et des structures démocratiques, la réduction du niveau de l'impunité, le renforcement de la citoyenneté et la participation des citoyens au processus décisionnel, une meilleure protection des groupes exposés à la discrimination, et l'amélioration de l'équité et la transparence dans la gestion des ressources.

Dans toutes ses interventions, OSIWA s'emploie à promouvoir, à renforcer et à garantir la crédibilité du processus de gouvernance en favorisant la transparence et la responsabilisation. C'est dans cette optique que la Fondation mène des actions destinées à identifier des pistes pour le renforcement des capacités des institutions publiques et de la société civile dans le domaine de la bonne gouvernance. Les stratégies d'intervention OSIWA se situent à trois niveaux : premièrement au niveau sous-régional, où les initiatives s'articulent autour de la CEDEAO en vue de couvrir les pays relevant de son mandat, en travaillant principalement au niveau politique ; deuxièmement, les interventions multi-pays portant sur des problèmes similaires où l'accent est mis sur les échanges d'expériences ; et troisièmement, des initiatives d'appui au niveau d'un pays ou d'une localité, qui sont destinées en général à servir d'expérience pilote, et qui peuvent être reproduites dans d'autres pays et localités à l'intérieur de la zone de programmation et au-delà. Les interventions sous-régionales et multi-pays permettent à la Fondation d'étendre son programme et l'impact de ses interventions à tous les pays de la sous-région.

A. Responsabilités principales et domaines de compétence

La direction et le développement d'OSIWA

• Impulser une orientation stratégique et novatrice pour le développement de la fondation, en cherchant constamment à identifier des opportunités pour la Fondation, ainsi que des menaces éventuelles, et à définir des objectifs de leadership par rapport à ces opportunités et menaces.

• Mener la réflexion sur les problématiques liées à la société ouverte, ainsi que sur les stratégies idoines pour y répondre dans le contexte ouest-africain, en adéquation avec les tendances et dynamiques aux niveaux continental et mondial, de manière à pouvoir les traduire en actions pour assurer le leadership de la Fondation auprès des parties prenantes.

• Permettre à OSIWA de se positionner de manière durable comme l'un des acteurs majeurs dans la promotion des sociétés ouvertes en Afrique de l'Ouest par le développement et le renforcement des capacités de la Fondation à se servir de différentes approches programmatiques allant du plaidoyer au networking, à l'octroi de subventions, au renforcement des capacités, et aux partenariats stratégiques.

La gestion d'OSIWA

• Assurer la gestion complète de tous les aspects de la Fondation, y compris les aspects relatifs aux ressources humaines et financières.

• Assurer et exercer, de manière responsable, une autorité légale et exécutive sur l'ensemble des bureaux et programmes, ainsi que sur le positionnement, les relations, les risques, les actifs et passifs de la fondation à Dakar, Abuja, Monrovia, Freetown et sur tout autre lieu qui sera choisi par le conseil d'administration pour les interventions d'OSIWA ou de ses structures affiliées.

• Assurer la gestion et le renforcement des relations avec les parties prenantes de la Fondation.

• Rendre compte au Conseil d'Administration et travailler étroitement avec ses membres afin d'exercer convenablement le mandat et les directives définis, le cas échéant, par le Conseil d'Administration.

Partenariats, réseaux et communications d'OSIWA

• Mettre en place et entretenir des relations stratégiques, étroites et durables avec des partenaires aux niveaux national et sous-régional en Afrique de l'Ouest, notamment les organisations de la société civile, les gouvernements, les organismes du secteur privé, et d'autres acteurs pertinents en vue de la construction et la consolidation de sociétés ouvertes dans la région.

• Apporter un leadership intellectuel et un appui stratégique aux responsables des spin-offs mis en place par OSIWA, notamment la West Africa Democracy Radio (WADR) et le West African Civil Society Institute (WACSI).

Mobilisation et amélioration des ressources d'OSIWA

• Entreprendre la mobilisation des ressources pour la Fondation auprès des donateurs traditionnels, et établir des liens de partenariats avec de nouveaux bailleurs de fonds.

• Entretenir des relations solides et mutuellement enrichissantes avec des organismes donateurs qui œuvrent pour la promotion des droits humains dans la région.

B. Principaux résultats

OSIWA est une Fondation efficace et très dynamique, ayant les capacités de leadership pour répondre de manière proactive aux défis complexes qui se posent aujourd'hui en Afrique de l'Ouest, notamment dans la promotion des idéaux de la société ouverte et la mise en place des institutions, politiques, lois et pratiques favorables à la promotion des sociétés ouvertes.

C. Profil et Qualifications

• Avoir au moins une maîtrise dans une discipline pertinente, de préférence dans le domaine des sciences sociales / sciences humaines, ou en sciences de gestion. • Avoir une expérience avérée en gestion à un poste managérial dans une institution multilatérale, et / ou dans un organisme donateur. • Faire preuve de créativité en matière de leadership, et avoir au moins cinq ans d'expérience à un poste de responsabilité dans une organisation à but non-lucratif, y compris une expérience prouvée sur les questions complexes de leadership dans le contexte régional ouest-africain. Avoir de bons antécédents de réussite sur le plan professionnel. • Avoir des connaissances approfondies sur les questions liées à la promotion des droits humains et des politiques publiques en Afrique de l'Ouest. Fournir des éléments sur la contribution apportée aux débats et à la réflexion sur ces questions. Avoir une bonne compréhension des liens entre le contexte ouest-africain et les niveaux africain et mondial. • Avoir une excellente capacité de communication écrite et orale. • Avoir une bonne maîtrise de l'anglais et du français. • Avoir des qualités de représentation, y compris la capacité à communiquer efficacement. The Open Society Institute works to build vibrant and tolerant democracies whose governments are accountable to their citizens. To achieve its mission, OSI seeks to shape public policies that assure greater fairness in political, legal, and economic systems and safeguard fundamental rights. On a local level, OSI implements a range of initiatives to advance justice, education, public health, and independent media. At the same time, OSI builds alliances across borders and continents on issues such as corruption and freedom of information. OSI places a high priority on protecting and improving the lives of marginalized people and communities.

Investor and philanthropist George Soros in 1993 created OSI as a private operating and grantmaking foundation to support his foundations in Central and Eastern Europe and the former Soviet Union. Those foundations were established, starting in 1984, to help countries make the transition from communism. OSI has expanded the activities of the Soros foundations network to encompass the United States and more than 60 countries in Europe, Asia, Africa, and Latin America. Each Soros foundation relies on the expertise of boards composed of eminent citizens who determine individual agendas based on local priorities. OSIWA is a private Foundation which supports, makes grants and advocates for initiatives that promote Open Society values in eight focus countries of West Africa . OSIWA's principal niche is to build capacity of West African government institutions and civil society organizations through support to catalytic and innovative initiatives. OSIWA operates programs around four major strategic pillars, which are Governance; Law, Justice and Human Rights; Health and Development; and Information Technology, Communication & Media. OSIWA has identified the following 5 strategic objectives, which will drive its interventions in 2010-2011: strengthened democratic institutions, processes and structures; reduced levels of impunity; enhanced citizenship and public participation in decision-making; enhanced protection of groups exposed to discrimination; and improved equity and transparency in the management of resources. The core of OSIWA's interventions has been built around promoting, strengthening and working towards ensuring credibility in the governance process by promoting transparency and accountability. The Foundation, therefore, pursues efforts to identify avenues for building the capacity of both public institutions and civil society to ensure good governance. OSIWA's intervention strategies are at three levels: sub-regional based initiatives built around the ECOWAS to cover the countries under its mandate, working mainly at the policy level; using multi-country interventions that cover initiatives across a number of countries, with emphasis on the need to share experiences and address issues of various levels of similarities; initiatives that are supported within a single country or local council, and generally meant to serve as pilot cases for duplication in other countries and local communities, within and outside the area. The sub-regional and multi-country foci have given OSIWA the leverage to widen its program reach to all the countries in the sub-region. A. Key Duties and Performance Areas

OSIWA leadership and development • Provide strategic direction and initiative in the development of the foundation, constantly identifying opportunities and threats to the foundation and articulating leadership objectives in relation to these opportunities and threats. • Conceptualize open society issues and strategies in the Western African context, effectively relating these to African and global trends and dynamics, and interpreting the same in leadership to stakeholders. • Continually position OSIWA as a leader in promoting open societies in Western Africa, exploiting and developing the foundation's ability to combine programming approaches ranging from advocacy, convening, grantmaking, capacity building, and work through partnerships.

OSIWA management • Manage all aspects of OSIWA, including its human and financial resources. • Assume and responsibly exercise overall legal and executive authority for the offices, programs, positioning, relationships, risks, assets and liabilities of OSIWA in Dakar, Abuja, Monrovia, Freetown and any other site out of which the Board may in future direct the location of OSIWA's operations or those of its affiliates. • Manage and develop responsive relationships with the foundation's stakeholders. • Report to and closely work with the foundation's Board of Directors, effectively carrying out the mandate and directions of the Board as developed from time to time.

OSIWA partnerships, networking and communications • Define and maintain strategic relationships with West African regional and national civil society partners, governments, private sector entities, and other actors relevant for the construction and sustenance of open societies in the region. • Provide intellectual and strategic leadership and support to the heads of OSIWA spin offs including West Africa Democracy Radio (WADR) and West Africa Civil Society Institute (WACSI).

OSIWA fundraising and resource development • Effectively raise resources for the foundation from traditional as well as new donors. • Maintain strong and mutually enriching relationships with donor organizations working on human rights-related issues in the region.

B. Key Outcomes

An effective and highly dynamic foundation, maintaining its ability to proactively model African leadership on the complex challenges of West African societies today, with respect to the existence and depth of the ideals, institutions, policies, laws, and practice of open society.

C. Person Specifications

• At least a Master's degree in a relevant discipline, preferably from the social sciences/ humanities or management sciences. • Senior management experience within a multilateral, and/or donor organization. • Evidence of creative leadership over at least five years in the not-for-profit sector, including demonstrable exposure to complex questions of leadership in the West African regional context, and a track record of delivery. • Close knowledge of, and evidence of contribution to, the major discourses in human rights development and public policy in West Africa, including the nexus between these and broader African and international issues. • Excellent written and verbal communication skills; • Fluency in English and French; • Role competence as a Representative, including the possession of superior communication skills; ability to effectively operate in relevant regional languages beyond English and French will be a distinct advantage. • Independent functionality with office computer packages such as MS Word, Excel, Internet and E-mail required. • Commitment to social justice, human rights, and development. • Strong ability to inspire others and to work in a team. • Demonstrated experience in managing inter and intra-organizational relationships in complex organizational environments; • Capacity to work long hours towards multiple objectives in a pressured environment, and to organize own work as well as information.

Echos du projet ‘'10.000 filles''

En 2004 OSIWA était l'un des premiers bailleur du projet 10,000 Filles qui connait aujourd'hui un grand succès.

Aider les besoins éducatifs des jeunes filles à Kaolack, au Sénégal, a commencé comme un rêve de petite fille pour Viola Vaughn. Ce rêve est devenu une réalité et OSIWA a été l'un des premiers à y croire. Le nombre de filles désirant un soutien éducatif augmentait en même temps que le besoin d'une assistance financière extérieure . C'est ainsi qu'en 2004, OSIWA a été l'un des premiers bailleurs à soutenir ce projet, appelé, « 10.000 filles », un programme de soutien à l'enseignement des filles de le cadre de l'Alliance des femmes de Santé Education Support Program (WHEPSA).

Avec l'aide de OSIWA, le projet a porté sur la communauté de Kaolack, y compris Nioro, Kaffrine et Ndoffane, et avait pour objectifs principaux d'améliorer les aptitudes scolaires des participantes en leur offrant une formation professionnelle.

Aujourd'hui, le programme a plus de 3.500 jeunes filles qui participent aux programmes dans 11 domaines différents du Sénégal. Le programme d'éducation du projet est maintenant présent dans 43 écoles participantes. Les programmes de l'esprit d'entreprise ont des champs de bissap et de nouveaux ateliers de couture à Kaolack, Koungheul, Kayemour et Ségou.

Malgré son succès, le projet n'oublie pas ceux qui ont cru les premiers dans le rêve et reconnaît que, sans OSIWA, il n'aurait pas été en mesure de poursuivre son excellent travail.

News From 10,000 Girls

In 2004 OSIWA was the first to sponsor the 10,000 Girls Educational Support Program which now sees great success.

Helping the educational needs of young girls in Kaolack, Senegal started out as the small dream of Viola Vaughn. It became a dream that OSIWA was the first to believe in.

As the number of girls who desired educational support grew, so did the need for outside financial assistance. In 2004 OSIWA was the first to sponsor this project called the, “10,000 Girls Educational Support Program” under the Women Health Education Program Support Alliance (WHEPSA).

With the help of OSIWA, the project covered the community of Kaolack including Nioro, Kaffrine and Ndoffane, and improved the attitudes of its young scholars by providing them with professional training.

Today, the program has over 3,500 girls participating in their programs in 11 different areas of Senegal. The education program of the project is now in 43 participating schools. The entrepreneurship programs have new bissap fields and sewing workshops in Kaolack, Koungheul, Kayemour and Segou.

Through its success, the project does not forget who first believed in the dream and acknowledges that without OSIWA, it would not have been able to continue its good work.

All is now set for the 2010 West Africa Internet Governance Forum (WAIGF) in the city of Dakar, the capital of Senegal.

This is coming as WAIGF takes off today for a three-day session, it has been gathered that the Internet Corporation for Assigned Names and Numbers (ICANN) and Open Society Institute for West Africa (OSIWA) among others endorsed the forum and saw to its success.

Disclosing this, a key player and a member of the Local Organisation Committee cum chairperson, Free and Open Source Foundation for Africa (FOSSFA) Ms. Nnenna Nwakanma, said that the two organisations drummed support for WAIGF.

“ICANN is giving support. OSIWA is supporting the participation of 20 international participants and l'Initiative pour la Gouvernance de l'internet en Côte d'Ivoire (IGICI) also supported some participants from Côte d'Ivoire. Certainly, the African Network Information Center (AfriNIC) would be supporting some people too. Then we cannot forget the national telco and the national regulatory authority in Senegal,” she said.

According to her, participants did not only come from West Africa, but were from all over the world, stressing that they were happy to welcome participants from all walks of life.

…“The theme for WA-IGF 2010 is ‘Promoting the Multi-stakeholder Model for further Internet Development in Africa' and thank you all for your time,” she said.

The FOSSFA chairperson also disclosed that they recently opened call for Internet Governance Forum core team in West Africa to be hosted in Dakar between August 23 and 25, this year, noting that her organisation, the Association for Progressive Communications (APC) and other partners, with support from the Open Society Institute of West Africa (OSIWA) launched a call for West Africa Internet Governance Forum preparation.

The terms of reference for West African IGF consortium group, she said, comprised of the formation of the core team, which entails background for the key members of the consortium group of organizations who would be contributing to the development and organization of the 2010 West African Regional Internet Governance Forum.

The Consortium, she said, include members and organizations from the seven targeted countries, namely Senegal, Ghana, Nigeria, Liberia, Sierra Leone, Cote d'Ivoire and Cameroon; as well as the convening organizations….

The West African Internet Governance Forum

The West African Internet Governance Forum is taking place now.

The Forum is scheduled from August 23 to 25 at the Hotel Sofitel Teranga, under the auspices of the Senegalese Ministry of Information, Communications and Technology. The Free Software and Open Source Foundation for Africa (FOSSFA), is the lead organization for the project.

The theme of the forum is, “Promoting the Multi-stakeholder Model for Further Internet Development in Africa.”

OSIWA REGIONAL HIV/AIDS MEETING A SUCCESS

In the fight against HIV/AIDS, OSIWA in partnership with ENDA Sante sponsored the two day “Regional Meeting on HIV/AIDS and Human Rights,” on Aug. 9 and 10.

The meeting combined presentations by OSIWA, ENDA Sante, UNAIDS RST and UNDP with break-out group sessions. Technical Assistance was also provided by UNAIDS and UNDP. It brought together National AIDS Commissions, Civil Society Organizations, religious leaders and vulnerable groups such as MSM, PLHIV and sex workers from several countries in West and Central Africa.

As a direct result of the recommendations of ICASA, the meeting linked HIV/AIDS with two key facts—human rights and legal action.

“We have an insufficiency in the law concerning MSM and sex workers,” OSIWA's HIV/AIDS Program Officer Ibrahima Sy said. “We will see the opportunity in some countries to revise this law.”

On the first day, presentations by UNAIDS and UNDP gave a global view of HIV/AIDS laws in West and Central Africa. They also addressed the challenges in human rights.

For OSIWA and its partners, the work is still only beginning.

“Working with vulnerable groups is not easy,” Daoda Diouf of ENDA Sante disclosed.

But this is the challenge that OSIWA and ENDA Sante are determined to face and tackle.

OSIWA has five ongoing projects started in 2009 after ICASA recommendations. These projects, specifically aimed to integrate human rights, are with the NGOs AIDSETI (Burkina Faso), AFAS + (Niger), GCCST (Togo), Gestu (Senegal) and ENDA Sante (Senegal).

With the help of OSIWA, AIDSETI chose to incorporate ICT/media into a programmatic strategy to help PLHIV.

“If people can get trained in computer science, then they can manage to get integrated in as employees at cyber cafés, in secretarial positions and in many other types of work,” Halidou Banse of AIDSETI said.

Human rights, which Sy identifies as the essential element to working with HIV/AIDS, needs the support of the government.

“Parliament itself must be educated,” Koku Taigbe of GCCST said. The network of 26 associations received $82,000 of funding from OSIWA and launched a legal network.

“We are all organizing to put pressure on parliament to make adjustments on the laws for HIV/AIDS.”

In Senegal GESTU is addressing the HIV epidemic from a different approach. They recently held a meeting for traditional healing doctors. A charter was drafted in June 2010 as a result to help traditional doctors recognize their limitations and understand that they could not heal AIDS. When members of the community come to them, the healers can now refer them to a health center and allow them to undergo early screenings.

“It is thanks to OSIWA that the traditional doctors met,” Bechir Ndaw, GESTU representative, said.

UNAIDS representative Mamadi Diakite called the meeting, “most enriching,” and many, including Angelic Diop of SIDA Service agreed.

“OSIWA did a good job,” Diop said. “We must implement in the program the rights of humans…I think we must continue these recommendations. They must be saved in a taskforce and applied.”

She also expressed the regret that the meeting could not be longer.

“It was an eye-opener,” Peter Obi of APYIN in Nigeria said. “I have learned from Senegal, Burkina Faso and other countries. The challenge now is to go home and do something.”

OSIWA'S Upcoming Project

OSIWA, along with UNDP, UNAIDS RST will move forward with a project in September. This project will be carried out with regional partners RAP+AO, SWAA International, OOAH-WAHO, ENDA Sante and other key partners. It combines four major components:

National consultations on HIV and human rights will be organized with police, parliamentarians, religious leaders, lawyers and others in an initial phase that involves Ghana, Liberia, Mali and Senegal. These consultations will be put together by the end of November.

National coalitions of these same players will be created with a mandate to promote legal provision in agreement with the standards of the international world on the rights of PLHV and vulnerable groups.

These activities will be translated into the local languages of the selected countries for public comprehension.

The last phase will be to monitor the removal of laws that criminalize certain sexual behaviors as well as other legal obstacles, so that universal access of human rights for all can be achieved.

A full list of the recommendations developed as a result of this meeting will be published shortly.

Atelier Régional sur le VIH/SIDA et les Droits Humains - 9 et 10 août 2010, Dakar Sénégal

OSIWA et son partenaire ENDA SANTE organise un atelier régional sur le VIH/SIDA et les Drotis Humains les 9 et 10 août 2010 à l'hôtel Pullman (Teranga).

Plus d'an après ICASA, des choses se sont passées en Afrique de l'Ouest sur le VIH / SIDA. OSIWA s'est engagé dans la revue et la reformulation de son plan stratégique dont le processus est en cours. Il est à noter le fait que le manque d'actions directes à la suite de l'ICASA a créé un fossé entre OSIWA et ses partenaires. Un écart que le présent atelier vise à combler. Il est donc important pour la fondation de connaître les développements récents sur le VIH / sida, afin de sortir avec un plan concordant pour ses interventions. La campagne de sensibilisation qui a débuté en 2008 est un long processus dans lequel les rôles sont constamment mis à jour, les acteurs renouvelé et les objectifs réinitialiser. Cet atelier donnera un nouvel élan à OSIWA dans sa lutte contre cette maladie ; un combat sur la base des priorités définies par la cible visée (CNLS / Société civile) et les parties prenantes dans la lutte (les donateurs, les ONG partenaires, etc.) Outre la mobilisation des partenaires stratégiques pour partager les connaissances, les approches et les résultats de ses projets, il est grand temps pour OSIWA de donner une orientation plus pertinente pour ses approches stratégiques et les domaines d'intervention afin d'améliorer la valeur à ajouter à ses projets VIH / SIDA. En conséquence, il est impératif pour la Fondation de faire une analyse critique de sa participation à l'ICASA, afin de formuler des plans d'action pour l'avenir. Ce sera un exercice édifiant car il sera fait par les acteurs qui ont participé aux côtés d' OSIWA à cette conférence et d'autres qui sont en mesure de jouer un rôle important dans les plans d'intervention à définir. Au-delà de la nécessité de combler une lacune, il est nécessaire aussi pour la fondation de consolider les résultats obtenus dans divers projets en adoptant des approches différentes. Cet exercice est stratégique et tient compte des analyses effectuées après l'appel à propositions 2009 qui a révélé un besoin pour des réalisations à consolider (le rôle de la médecine traditionnelle, la nécessité d'une révision de la loi, etc) et l'exploration de domaines d'intervention nouveaux (le rôle des PVVIH dans la lutte, la transparence dans la gestion de projets sur le SIDA, etc.) Les actions découlant d'une telle réunion seront particulièrement déterminantes car résultant d'une approche participative avec les partenaires. Il facilitera également l'initiation d'actions plus pertinentes dont les résultats feront l'objet de présentations lors de futures occasions comme ICASA 2011. L'atelier prévu sera en effet ajouter plus de crédit aux actions de OSIWA en Afrique de l'Ouest quand il s'agit de VIH / SIDA. La visibilité de ses actions sur le terrain dépendra de la mise en oeuvre effective des recommandations et l'exploitation des zones d'intervention qui seront discutées lors de cette réunion.

Objectifs spécifiques
Evaluer la participation d'OSIWA et ses partenaires à ICASA 2008.
Présenter quatre expériences pays post ICASA : Sénégal, Niger, Burkina Faso et Togo
Faire la situation du VIH en Afrique de l'Ouest et du Centre : la question des lois VIH et droits humains
Identifier les stratégies et actions liées à la promotion des Droits humains et VIH : lois et les groupes vulnérable, études de cas :
Partager des expériences novatrices en matière de prise en charge des groupes vulnérables
Analyser les défis et contraintes liés à la promotion des droits humains dans les réponses au VIH.
Donner des orientations et ou recommandations pour l'élaboration de plan d'action pour la promotion des droits humains dans le contexte du VIH, plus particulièrement chez les populations vulnérables (lois VIH, révision des lois punitives, environnement sociétal, vulgarisation des droits humains, plaidoyer et programme) basé sur les expériences nationales.

Résultats La participation d'OSIWA et ses partenaires à ICASA 2008 à travers des présentations des résultats est évaluée 1. Les expériences des réalisations post IACASA sont présentées et partagées 2. La situation régionale du VIH en Afrique de l'Ouest et du Centre en termes des lois VIH et droits humains est présentée et partagée 3. Les stratégies de promotion des Droits Humains et VIH à travers les lois VIH sont identifiées 4. Des expériences novatrices en matière de prise en charge des groupes vulnérables sont partagées 5. Les défis et contraintes liés à la promotion des droits humains dans les réponses au VIH sont analysés 6. Les axes prioritaires de prise en charge des groupes vulnérables pour une orientation et une intégration dans la programmation (Fonds global et société civile) sont identifiés 7. Les défis critiques de la prise en charge et les approches d'intervention partagés 8. Les stratégies d'amélioration des environnements juridique et social identifiées 9. Des orientations et recommandations pour l'élaboration de plan d'action pour la promotion des droits humains dans le contexte du VIH sont données.

Regional Workshop on HIV/AIDS and Human Rights- August 9-10, 2010- Dakar (Senegal)

OSIWA and partner ENDA SANTE is holding a regional workshop on HIV/AIDS and Human Rights on August 9 to 10, 2010 in Dakar at Pullman Hotel (Teranga).

More than one year after ICASA, many things have happened in West Africa about HIV/AIDS. OSIWA engaged in the review and reformulation of its strategic plan and the process is still ongoing. The lack of direct actions subsequent to ICASA created a gap between OSIWA and the realities on the ground. A gap that the present workshop intends to fill. It is therefore important for the foundation to know the recent developments about HIV/AIDS in order to come out with a concordant plan for its intervention. The advocacy campaign started in 2008 is a long process in which the roles are continually updated, actors renewed and objectives reset. This workshop will give OSIWA a new impetus in its fight against this disease; a fight based on the priorities defined by the target itself (PLHIV associations/organizations) and stakeholders in the fight (donors, NGO partners, etc). Apart from mobilizing strategic partners and HIV/AIDS activists to share knowledge, approaches and outcomes of its projects, it is high time for OSIWA to give a more relevant orientation to its strategic approaches and areas of intervention in order to enhance the value to be added to its HIV/AIDS projects. In consequence, it is imperative the Foundation critically analyze its participation in ICASA so as to formulate action plans for the future. This will be an edifying exercise since it will be done by actors who participated side by side with OSIWA in that conference and others who are able to play an important role in the intervention plans to be defined.

Beyond the need to fill a gap, it was necessary also for the foundation to consolidate the results obtained in various projects by adopting different approaches. This exercise is also strategic in nature taking into account the analyses made following the 2009 call for proposals which revealed a need for achievements to be consolidated (the role of traditional medicine, the need for a review of the law, etc) and the exploration of new intervention areas (the role of PLHIV in the fight, transparency in the management of AIDS projects, etc).

Actions arising from such a meeting will be particularly decisive since they must have been agreed upon in consultation with partners. The meeting will equally boost the campaign in progress whose outcomes can only be more conclusive. It will also facilitate for the meantime, the initiation of actions higher up the line whose outcomes will be the object of future presentations during occasions such as ICASA 2011.

Share innovative experiences in care for vulnerable groups
Analyze the challenges and constraints related to the promotion of human rights responses to HIV.
Provide guidance and recommendations for the development or action plan for the promotion of human rights in the context of HIV, especially among vulnerable populations (HIV laws, review of punitive laws, social environment, human rights extension , advocacy and program) based on national experiences.

Results The Participation of OSIWA and its partners to ICASA 2008 is evaluated 1. The experiences of post IACASA achievements are presented and shared 2. The regional situation of HIV in West Africa and Central Africa in terms of HIV and human rights law is presented and shared 3. Strategies for promoting Human Rights and HIV through the HIV laws are identified 4. Innovative experiments in support of vulnerable groups are shared 5. The priorities of care for vulnerable groups for orientation and integration into the programming (the Global Fund and civil society) are identified 7. Guidelines and recommendations for developing an action plan for the promotion of human rights in the context of HIV data
